Preheat oven to 425 degrees.
Line muffin tin with muffin liners and/or lightly spray with cooking spray.
Whisk together cornmeal, flour, salt, sugar, baking powder, soy milk, eggs, and vegetable oil in mixing bowl.
Fold in hot dogs until evenly distributed.
Fill prepared muffin cups 2/3 full with batter and bake for 20 minutes.
